About

Rick has worked as executive manager for governments, municipalities, First Nations and the private sector  for the last 30 years. Executive Director of the Calgary Regional Partnership (CRP) <calgaryregion.ca>  is his current assignment. The CRP is a corporation of nineteen Calgary area communities including the City of Calgary. The Partnership is in the process of completing a regional land use plan for the region. The Plan will be completed in 2009 and will answer the question - "Where will the region's next 1.5 million residents go?" While at the same time that we determine this, we also hope to protect our region's environment and special places; and figure out how we will implement or govern this plan amongst the region's 18 sometimes fiercely independent municipalities and several first nations.

Butler & Associates Ltd. is Rick's  company wherein Rick is  President & Senior Consultant. Besides contractor to Calgary Regional Partnership Incorporated, Rick  manage things like Summer Villages and other special projects.

In Rick's  free time, Gwyn, his  wife, along with their  two teen-age daughters find  leisure in running (and walking, riding and tree planting on) our hobby ranch in the foothills of the Rocky Mountains near Cochrane, northwest of Calgary. Our other passions include skiing, squash and travel. In 1987-88 Gwynn and Rick  took 18 months off to travel the world. Their zest for international development began there and has been growing ever since.

MY INTEREST & EXPERIENCE IN INTERNATIONAL DEVELOPMENT

I have always called myself a "community developer", but it was hyphenated with "....and CAO", "...Administrator", "...Consultant" or whatever else I was doing in a secondary role. I have had many years experience as an administrator and “change agent” for an array of organizations. The most interesting assignments have been in cross cultural settings - in first nation or arctic settings. Here are some examples of a few of those interesting assignments:
  • As CAO, I helped develop infrastructure and capacity for Canada’s newest, most rapidly growing and coolest capital city – Iqaluit, Nunavut, a predominantly Inuit community in Canada's Arctic.
  • As Administrator, I assisted four different first nations move from deficits, poor services and weak governance to at least fledgling finances, a few services and basic accountability.
  • My career began in the North where I helped set up local Inuit governance/municipal governments, led sport, arts and recreation for the Yukon, directed land development and managed land claims issues -- all in a cross cultural setting.

I have a B.A. Degree in Recreation Adminsitration which was all about community development and public administration. I have since taken advanced certification in municipal management and have been working on an MBA until I realized I'd prefer working on my passion rather than my (current) profession. Speaking of passion, Gwyn's and my plans include 'semi-retiring' into some kind of life of part time international community development.
