The focus of the book is on water allocation, not on water quality regulation. (However, it does include some discussion of water quality regulation and other environmental matters that affect water allocation.) The book combines public rights, particularly the public trust doctrine, and environmental preservation. Environmental materials are expanded to include additional environmental legislation that affects water allocation and use, such as the Endangered Species Act.
