Smartocracy is an elegant system for using social networks for meritocratic decision-making. It is highly scaleable. A prototype was built in 2007, and this white paper  (or here) does a deep scientific and mathematical analysis of the results.  It would be a good system for integrating into WISER. Here is a simpler overview.
