Angara has been active in the Baikal region since 1992 and was formally registered in 1995. It is associated with nearly 30 different organizations, providing consultation and support for women in a variety of areas. It provides educational programs including computer courses and leadership skills training for women. It also provides an anonymous telephone crisis line for survivors of physical and sexual assault. The organization's staff is aided by 30 volunteers. It receives funding from donations, some governmental funding and a grant from the Eurasia Foundation.
