Like many health problems, HIV disease disproportionately strikes people in poverty, racial/ethnic populations, and others who are underserved by healthcare and prevention systems. HIV often leads to poverty due to costly healthcare or an inability to work that is often accompanied by a loss of employer-related health insurance. CARE Act-funded programs are the “payer of last resort.” They fill gaps in care not covered by other resources. Most likely users of CARE Act services include people with no other source of healthcare and those with Medicaid or private insurance whose care needs are not being met.
Housing
Recent studies confirm that persons living with HIV/AIDS must have stable housing to access comprehensive healthcare and adhere to complex HIV/AIDS drug therapies. Even though stable housing has been shown to be a necessary link to medical and supportive services, accessing housing is difficult as the wait for affordable housing increases in many communities across the country. Compounding the problem of waiting lists is access to housing with the services to care and treat the increasing number of persons living not only with HIV/AIDS but also with histories of homelessness, mental illness, and substance abuse.
Nutrition
HIV-positive people need to pay special attention to their nutritional status. Early intervention and attention to nutrition needs can have long-term benefits. To stay healthy, nutritional intervention and education must start at the time of HIV-positive diagnosis. Nutrition consults must occur on a regular time schedule. Comprehensive nutritional services that include nutrition education and nutrition counseling are a vital part of the health care treatment plan.
Highly-active antiretroviral therapy (HAART) can cause serious side effects such as liver and heart disease, bone disorders, diabetes, and body shape changes. All of these conditions can be related to nutritional status.
Waiver
This waiver allows physically disabled persons and/or those aged 65+ to remain living at home and in the community. Services offered under this waiver include: prescribed drugs, specialized medical equipment & supplies, comprehensive home care services, case management, and home delivered services.
