The IPS Communication Foundation is the responsible body that implements BIANET. A non-profit foundation, IPS was founded in 1993 in Istanbul with the aim of supporting and implementing programs in the fields of communication and development.
BIANET, the Independent Communication Network, brings together more than 130 local newspapers and radio and television stations. The network aims at promoting co-operation of the local media on a productive basis and establish a new channel for honest journalism .
