The Albemarle-Pamlico National Estuary Program (APNEP) was the first of 28 National Estuary Programs established as part of the Clean Water Act.  This community-based watershed program focuses on improving water quality in estuaries and on maintaining the integrity of the entire system.  APNEP is a cooperative effort of the N.C. Department of Environment and Natural Resources, the Virginia Department of Conservation and Recreation and the U.S. Environmental Protection Agency.
