Mission:

The foundation was created in 1995 at the initiative of several Moscow human rights organizations to provide a support center for local human rights groups. It currently conducts an educational program for NGOs on such topics as fund-raising, accounting, grant-writing, and press relations. In 1996–97, the foundation conducted eight seminars attended by 73 representatives of 57 human rights groups from around Russia. The group also administers a small grants program for regional NGOs with support from the Eurasia Foundation and publishes a weekly bulletin of news and events.
