Preparation for the Garden began early in 1991 when the East County Water Conservation Committee, established as a result of rapidly changing drought conditions, determined that a water conservation garden would be an effective method to demonstrate landscape water savings. The intent was to create a state-of-the-art demonstration garden that would operate as a learning resource center for the public. Cuyamaca College was identified as a primary site for the garden. The college's strong horticultural department had originally created the San Diego Xeriscape Council as the educational vehicle for water conservation in the landscape. The college was approached and subsequently the college offered a campus site for the Garden. Garden Mission:

"Promoting water conservation in the southern California landscape through excellent exhibits and programs that educate and inspire the public."

The Water Conservation Garden is a 501[c] 3 not-for-profit corporation focusing on education, and supported by contributions and earned income.
