Mission Statement:

Helping states, utilities, policy makers and resource efficiency advocates plan for, design and implement effective resource efficiency efforts since 1988. The Energy Efficiency Institute (EEI) has worked throughout the country and overseas, providing innovative solutions, tailored to meet each client’s needs. EEI developed Pay As You Save® (PAYS®) in 1999 in search of a market-based response that would increase consumer investment in resource efficiency measures at a time when national funding for resource efficiency began to diminish.
