About

The purpose of UNICEF's gender framework is to strengthen gender equality and the empowerment of women and girls in UNICEF humanitarian response.

DESCRIPTION:

The specific objectives include to ensure
that UNICEF humanitarian policies reflect principles of gender
equality and empowerment and to promote and support innovative
programme development and surge capacity that specifically addresses
gender inequalities and women and girls' empowerment.

In this respect UNICEF wants to recruit several gender specialist
consultants to support UNICEF country offices in the implementation
of a global effort to better perform gender equality programming in
emergencies response. The consultancies will be for an initial 3
months with possible extension and will be remunerated according to
UN entitlements.

TERMS OF REFERENCE: 

While specific TORs will be elaborated for each country specific
support mission, the Humanitarian Gender Programme Managers will be
available to undertake the following general tasks:

-- Work with program officers to undertake the assessment of one
or several emergency-related programmes with respect to gender issues
in humanitarian context. This will include:
* In collaboration with program officers, adaptation of the
assessment methodology/tool. 
* Supporting both UNICEF and/or partners staff to undertake
the assessment. This assessment can and should be undertaken
not only at the UNICEF program level (national/sub-regional)
but also with the key program partners' staff to support future
replication and provide support rather than advice at this
equally important level. 

-- Work with UNICEF and partners program staff to actively
identify, develop and implement solutions and alternatives to address
existing gaps and issues. Likewise, if the weaknesses are part of a
process that can not be modified, the Humanitarian Gender Programme
Managers will work towards strengthening them for future
initiatives. 

-- Ensure that the information about new developments and
initiatives in the Gender field and IASC global working group are
disseminated at a country level. Where present, liaise with the
GenCap Advisors.

-- If the country office is in the process of launching a new
program, the Humanitarian Gender Programme Managers will work closely
with the team and partners to ensure practical application of
guidelines and best practices. 

-- Periodic reporting to document methodology and best practices
of the pilot project will be clearly defined with the country
specific mission TOR.

EXPECTED RESULTS:

The expected outputs of the Humanitarian Gender Programme Managers
work are: 

-- Emergency-related programming which integrates gender in its
design and implementation and achieves strong results for women and
children. 
-- An analysis of lessons learned on design and implementation of
gender components as well as on gender integration approaches,
methods and tools used and implications for wider organizational
capacity building. This will feed into work of separate consultants
or staff that will be developing case studies on each country pilot.
