Description:

Trickle Up is seeking an East Africa Regional Representative to lead our work in
Uganda and Ethiopia.

Position: Regional Representative
Location: Kampala, Uganda
Areas of operation: Uganda and Ethiopia
Reporting to: Program Officer for Africa
Duration: One year, renewable 
Start date: December 2008
Salary and benefits: Competitive with similar-sized NGOs. Trickle Up does not cover
relocation costs.

Founded in 1979, Trickle Up is a US-based international NGO with an annual budget of
about US$5.3 million and 40 staff in our offices in New York, India, Mali, Uganda
and Guatemala. Our mission is to empower people living on less than a dollar a day
to take the first steps out of poverty, providing them with resources to build
livelihoods for a better quality of life. Trickle Up currently operates in eight
countries worldwide, including Mali, Burkina Faso, Uganda, Ethiopia, India, Nepal,
Nicaragua and Guatemala.

Trickle Up has worked in East Africa since the 1980’s. We marked our commitment to
strengthening and expanding our work in the region by opening a field office in
2007, based in Kampala and covering both Uganda and Ethiopia. The East Africa field
office, with three fulltime staff and a budget of about US$400,000, is well-placed
to enable Trickle Up to improve the quality and increase the scale of our service
delivery to program participants by means of closer relationships with local
partners, greater local knowledge and connections, increased networking and stronger

Overall responsibility: Lead Trickle Up’s East Africa program with vision,
integrity and excellence, setting and implementing annual plans for program
management, administration/finance and fundraising/communications in support of our
mission.

Specific responsibilities:

Program Management

  • Lead development and implementation of annual plan.
  • Plan and manage partnerships with local organizations.
  • Identify and vet prospective new partners.
  • Coordinate and develop content for regional training workshops.
  • Oversee implementation of a monitoring and evaluation system.
  • Implement savings strategies model.
  • Incorporate participatory methodology into program management.
  • Provide timely reports to headquarters.

Administration and Finance

  • Recruit, manage and provide leadership to staff.
  • Ensure compliance with all relevant laws and regulations.
  • Develop and manage regional budget and provide timely monthly financial reports to headquarters.
  • Contribute to development of policies and procedures for field offices, including coordination of manuals on security and personnel.

Fundraising, Communications, and Donor Relations

  • Liaise with donors and support the development of field office through fundraising efforts (including contribution to proposals).
  • Maintain contact with peer NGOs and public and private sector actors.
  • Represent Trickle Up at meetings, workshops and other events in the region.
  • Contribute to the preparation of communications materials.

Required:

  • At least 8 years’ experience managing poverty alleviation programs in East Africa (mid- to senior-level positions).
  • Demonstrated experience in microenterprise development and savings.
  • Strong background in participatory project design.
  • Strong organizational and communication skills.
  • Demonstrated ability to work independently and creatively.
  • Experience working in collaboration with community-based organizations.
  • Strong supervisory and staff leadership skills and experience.
  • Strong computer skills (Word, Excel, Access, Internet, Outlook).
  • Ability to travel at least 25% of the time in highly rural areas.
  • Demonstrated ability to work effectively in spoken and written English.
  • University degree in relevant discipline.

Preferred:

  • Proficiency in one or more Ugandan and/or Ethiopian languages.
