The Asian Pacific Resource and Research Centre for Women (ARROW) is looking for an inspired individual to fill the post of Programme Officer for the Women's Health and Rights Advocacy Partnership - South Asia (WHRAP-SA). 

WHRAP-SA is a four-country partnership project that focuses on evidence-based and rights-based advocacy, and the strengthening of civil society capacities to achieve improved access to sexual and reproductive health and rights (SRHR), especially safe motherhood and young people's SRHR.

The project works across local, national and regional levels. ARROW and the Danish Family Planning Association are regional and international level partners, while the national partners are from India, Bangladesh, Pakistan and Nepal. WHRAP-SA was initiated in 2003 and is presently in its second phase of implementation. A third phase is being planned for the period 2010-2014.

The following selection criteria will apply for the post:

  • Practical working experience and theoretical familiarity of the issues related to sexual and reproductive health and rights, especially around safe motherhood issues and young people's SRHR, especially within the South Asian context;
  • Have relevant experience in the required diplomacy skills, coordinative capacities and temperance required for multi-country partnership development;
  • Have at least 3-5 years of project coordination experience, preferably involving cross-country partnerships, and a strong ability in the use of logical frames and other planning tools for strategic project implementation, as well as project monitoring and evaluation;
  • Experience in budget monitoring of both national partners as well as ARROW's regional level expenditures against approved budgets;
  • Experience in planning and coordinating partnership meetings, capacity building events and advocacy engagements. This experience will be applied within WHRAP in order to advance the partnership's advocacy agenda and fulfilling the project objectives.
  • Experience in facilitating effective processes of cross-learning and communication among multi-country partners;
  • Experience in problem-solving and trouble-shooting of matters related to programme and budget related issues, in a timely and effective manner;
  • Experience in report writing involving analytical progress reports of partnership achievements, challenges and lessons learned;
  • Skills and attitudes for participatory and transparent project coordination;
  • Experience in contributing to the development of project proposals;
  • Experience in supporting partner's research coordination and analysis, and creating knowledge products and materials based on this evidence.


The Programme Officer is expected to:

  • Have a minimum of five years experience related to the above capacities.
  • Be willing to be expatriated to Kuala Lumpur, Malaysia.
  • Be able to commit to at least 2 years to both the organization and the project.
  • Be willing to travel extensively in the region.
  • To have the highest commitment and respect for the work of the partners in their respective countries.


Additional attributes will include:

  • Experience working on maternal health and/or young people's sexual and reproductive health related issues;
  • Experience living and working in South Asia particularly, and the Asia Pacific region in general;
  • Ability to speak a South Asian language.
