About
FTR seeks a dedicated individual to direct our nascent streamflow restoration program by working collaboratively with water right holders and other stakeholders to develop projects that protect and restore flows in Teton River tributary streams. Projects are likely to include surface to groundwater source switches, water leasing, minimum flow agreements, and water conservation in rural resorts and sub-divisions. This position requires a mature, self-motivated and creative individual with a demonstrated, ability to work well within a team environment. The Program Manager will work closely with the Executive Director and staff on program planning, project development, fund-raising, reporting and outreach/education.
Description of Responsibilities:
• Develop positive working relationship with irrigators, public agency staff, developers, local environmental groups and others stakeholders.
• Develop and facilitate sub-watershed stakeholder groups to identify strategies and projects for flow restoration.
• Gather and employ water right, economic, legal, hydrologic, water use and ecological data in support of transactions
• Cultivate and manage water transaction opportunities with water rights holders.
• Negotiate water transactions including managing water rights due diligence and administrative processes.
• Prepare stream flow transaction proposals for presentation to staff, FTR Board and funding organizations
• Work with Development Director to identify and secure funding for water transactions and complete project reports for funding entities.
• Represent FTR and its programs at workshops, meeting and other venues.
• Manage project files, databases, and all supporting scientific, legal and economic information.
Required Qualifications:
• Two to three years experience negotiating water right transactions or real estate transactions for conservation purposes and/or demonstrated ability to work collaboratively with diverse groups and to facilitate stakeholder groups to achieve on-the-ground project results.
• Basic understanding of hydrology, water law, irrigated agriculture, fish ecology and water management.
• Excellent written and oral communication skills.
• Solid working knowledge of Excel, Word and Power Point (GIS a plus).
• Bachelor’s Degree in a relevant field.
