About
The National Area Based Development Program (NABDP) is one of the national programs of the Ministry of Rural Rehabilitation and Development (MRRD) in Afghanistan.
Funded and supported by the United Nations Development Program (UNDP). Operational since July 2002, the NABDP has been instrumental in helping MRRD to fulfill its mandate. NABDP Phase Two (2006-2008) will focus on the following four interlinked strategic components:
Community Empowerment: establishing participatory and consultative mechanisms at district/provincial level, resulting in integrated rural development planning processes.
Regional Economic Development: establishing the capacity to formulate and regularly update comprehensive regional economic regeneration strategies that identify viable interventions for economic investment, poverty reduction and improving livelihoods.
Implementation Support: strengthening MRRD’s implementation capacity, including the ability to mobilize private and public resources and coordinate implementation arrangements among partners/stakeholders in order to deliver economic regeneration and rural development projects.
Institutional Development: strengthening institutional capacity and technical capability of MRRD to fulfill its mandate of promoting rural regeneration and livelihoods.
Whereas for implementation support during Phase I, NABDP assisted MRRD mainly in the development of its infrastructure and staff skills, during Phase II the program will concentrate on supporting the development of the organizational and management capacity of the Ministry in both the headquarters and provincial directorates.
NABDP Gender Objectives:
- Equitable participation in selecting district representatives, ensuring an equitable voice in development planning, decision-making and project implementation;
- Gender equity in access to information and training;
- Creating an enabling climate for women to play an effective and broad role in district-level activities, including project planning and selection, decision-making and control of programme assets.
NABDP Gender Advisor will be responsible for gender mainstreaming in NABDP. She will:
1. Identify areas for incorporating women empowerment goals in programming, preparing gender reports and policy recommendations that build on a principle-cantered approach consistent with MRRD’s community-wide efforts to promote women’s rights;
2. Lead the planning, organizing, and implementation of an appropriate framework, systems and processes geared towards increasing women’s participation and equitable sharing of resources between women and men in NABDP supported activities;
3. Assist the Programme Manager and collaborate with other members of the programme management team in developing, implementing and monitoring the programme’s strategies and objectives and fostering shared vision and direction with regard to gender equality;
4. Support the establishment of a gender sensitive monitoring and evaluation system and, provide technical assistant in conducting gender awareness training, to address gender disparity in NABDP and communities;
5. Assist the programme manager to review recruitment, placement and promotion efforts within the NABDP and propose new ways to integrate women at all levels of assistance efforts and program management structure;
6. Undertake periodic reviews and assessments of strategies and activities that support women's initiatives;
7. Develop and deliver capacity building packages for women and men at community, district, provincial levels which include topics such as promoting women’s participation and empowerment, gender sensitivity, and gender mainstreaming;
8. Support the implementation of engendered NABDP Project Implementation Guideline, to implement gender sensitive projects;
9. Maintain close working links with gender unites of MRRD, UNDP and MOWA to ensure an integrated approach and effective coordination between NABDP and other activities supported by the programme;
10. Review drafts of the proposals and make critical recommendations to ensure that gender issues are adequately addressed and gender is considered in the costing and budgeting processes.
11. Develop communication, strategies that highlights gender aspects in all program activities, materials and publications;
12. Perform any other tasks relevant to enhancement of gender issues be requested by the NABDP programme manager.
Knowledge/Experience/Skills
- Academic Background: Graduate/Post graduate degree in social sciences, international law, development studies, and/or gender studies, or similar.
- A minimum of 3 years of practical experience in the development field and/or human rights in an Islamic content;
- Experience of working with governmental bodies as well as civil society organizations on the advancement of women and equal rights.
- Leadership and motivation skills, Initiative and sound judgment, Problem solving skills;
- Ability to work harmoniously with persons of different nationalities and cultural background issues;
- Good communication and presentation skills, Fluency in English is required
- Strong analytical, writing and communication skills is required
REPORTING RELATIONSHIPS
- Reports directly to the Program Manager.
