Background Information:
The Government of the United Republic of Tanzania is committed to UN Reform, and is one of eight countries participating in the Delivering as One (DaO) pilot. The Delivering as One Initiative is intended to enable the UN system in Tanzania to respond jointly and more effectively to national development priorities, to accelerate growth and reduce poverty. Within this context, UNFPA is seeking to recruit a UN Reform Advisor to strengthen its capacity to play a more active role in the reform process in Tanzania.
Main Tasks & Responsibilities:

The Delivering as One Initiative is intended to enable the UN system in Tanzania to respond jointly and more effectively to national development priorities, to accelerate growth and reduce poverty. Within this context, UNFPA is seeking to recruit a UN Reform Advisor to strengthen its capacity to play a more active role in the reform process in Tanzania.
Under the overall guidance of the UNFPA Representative and the direct supervision of the UNFPA Deputy Representative, the UN Reform Advisor will assist the UNFPA Country Office team to strengthen its capacity to engage in on-going reform processes with a specific focus on the role that UNFPA plays as a leader in the area of gender equality, empowerment of women and human rights.
More specifically, the Advisor will:

This will entail the provision of strategic and technical guidance to UNFPA and other UN staff to participate and, where appropriate, provide leadership on gender issues within the context of UN thematic group activities, UN Joint Programmes and the UNDAF development process.

<li style="margin-top: 0px; margin-right: 0px; margin-bottom: 0.5em; margin-left: 0.25em; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 14px; background-image: url(http://awid.org/extension/ezwebin/design/ezwebin/images/bullet_list.png); background-repeat: no-repeat; line-height: 1.25em; list-style-type: none; background-position: 0px 0.4em;">Facilitate knowledge building and results-based change management, through identifying and synthesizing best practices and lessons learned on effective implementation of gender priorities within the UN reform and new aid environment context; identifying national and district level policies and laws that require strengthening to ensure gender equality issues are effectively addressed; contributing to knowledge networks and communities of practice; and building the capacity for UNFPA, the broader UN system and national partners on UN Reform and Joint Programme processes, results-based management, gender mainstreaming, culture sensitive programming and the human rights-based approach.In this capacity the Advisor will be expected to work closely with the UNFPA Senior Management Team and with all National Programme Officers in addition to the United Nations Interagency Gender Group (IAGG).
<li style="margin-top: 0px; margin-right: 0px; margin-bottom: 0.5em; margin-left: 0.25em; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 14px; background-image: url(http://awid.org/extension/ezwebin/design/ezwebin/images/bullet_list.png); background-repeat: no-repeat; line-height: 1.25em; list-style-type: none; background-position: 0px 0.4em;">The Advisor will also support UNFPA’s leadership role as Chair of the Development Partners’ Group on Gender Equality and will represent UNFPA in consultations with government, multilateral and bilateral partners, and civil society, to support the implementation and monitoring of a One UN Programme that mainstreams gender and responds to the strategies for growth and reduction of poverty for Tanzania mainland (MKUKUTA) and Zanzibar (MKUZA).

The Advisor will be expected to participate in other interagency and partnership mechanisms to ensure gender issues are effectively mainstreamed within these processes.

Qualifications and Experience:
- Advance post-graduate university degree in Social Science, Development Studies, including Gender studies or related fields.
- At least 7 years of relevant experience at national and/or international level in the area of development and gender issues, including in policy and programme implementation related to the promotion of gender equality
- Strong results-based programme management experience, with particular focus on strategic planning and capacity building
- Experience in national and/or sectoral policy dialogue, especially in the context of UN reforms and the new aid environment, would be a distinct advantage
- Proven achievement in promoting a gender-sensitive and human rights-based approach to development
- Fluency in written and spoken English
