Yes. There has been several people mentioning that the areas of focus is a bit overwhelming. Have you taken a look at these suggestions to remedy the situation? (no conclusion just yet though...): Simplify AOF Categories (see the comments section for an elaboration on this and feel free to add your own)
As for a project-based WE, can you elaborate more? Is there an example of sites built that way? Again, this kind of 'matching' is also something I've heard in the past. Perhaps we can reignite the discussion around that here :-)

It seems to be the consensus that there are way to many areas of focus at WE, many that overlap. It would be a significant improvment to move the WE platform from a focus base to a project base and match up project sponsors with skills of WE members. By building in some 'intelligence', the system could automatically invite members to participate based on the needs of a project and member skill profiles.
