Hi! I need ideas on how a small group of people could possibly pull tangled balloons out of trees in downtown Atlanta. The balloons and strings are caught about 30 feet from the ground. We can't find a ladder that is long enough to reach it. The fire department won't help us, the group from Georgia State University that released the balloons on a tree lined street "accidently" (negligently) say that there isn't anything they can do to get them out.

The street looks horrible with all this trash in the trees, and yesterday, some of the string got tangled in a mourning dove nest and caused it to fall out of the tree.

Any creative ideas to help us out would be GREATLY appreciated if anyone has experience doing any clean-up like this!!
