I have worked at government camps  where an entreprenurial local guy contracted with the government for 10 or 15 k each summer season to pick up all the recycling etc., haul it off.  In addition to the contract $ he made 10 k plus from the recycling.

Strategically locate a couple bins by the dumpster, put up some posters, maybe have some sort of recycling 'apartment building' party or something to raise awareness of the need to recycle, than go ahead and take the initiative to haul it off and keep the profit.
