I had posted a "Water Walk" event earlier, but I realized later that it was for 2006! Sadly, I could find no official events scheduled for World Water Day 2009 in the Bay Area, however there are some events worldwide events listed here. http://www.worldwaterday.org/page/2097
The day before WWD2009, there is a habitat restoration project in Woodside, and a free showing of FLOW in Oakland.
