The NorCal chapter of ARCSA (American Rainwater Catchment Systems Association) is holding a special meeting for city and county managers associated with water management. The subject is the current rewrite of the greywater plumbing codes being managed by the CA Department of Housing and Development, as mandated by CA SB 1258. It is imperative the city and county managers are educated on the specificities of this code given it’s potential to alleviate or confine increased practices of water efficiency and conservation throughout the state of California. The final public focus group will be held at the HCD in Sacramento on April 27th, from 9:30 am to 3:30 pm.
Our speakers will be Bill Wilson of Environmental Planning, LLC, and John Russell of WaterSprouts. They will present case studies of successful greywater systems in California, discuss greywater permitting, and provide an analysis of the current HCD version of Chapter 16 of the plumbing code (greywater) under revision.

Background:
Senate Bill 1258 (passed July 2, 2008) directs the Department of Housing and Community Development to develop a more wide-ranging set of standards for graywater systems for both indoor and outdoor uses. These new standards will then be recommended to the California Building Standards Commission for adoption. It will probably come out in the 2010 CPC, and be based on 2009 UPC with CA amendments.
Other state’s such as Texas and Arizona have very progressive codes that not only allow, but necessitate, rainwater collection and greywater usage inside and outside of homes. While California is in a severe water crisis, a condition that promises to become a norm here in California, the revisions to the greywater code must meet the actual demand for greywater systems throughout the state, allowing a safe and practical use of greywater.
Final Focus Group Invitation:
The Department of Housing and Community Development (HCD), Division of Codes and Standards, is planning a second focus group meeting concerning Chapter 16 Nonpotable Water Reuse Systems: Part I (Graywater) and Part II (Recycled Water)*. This will be a follow-up to the meeting previously held on February 25, 2009, regarding the 2010 California Plumbing Code (CPC).
The meeting is scheduled on April 27, 2009, 9:30 a.m. – 3:30 p.m.*(may end sooner), at the following location:

Sacramento, CA 95811
Note: The Department of Water Resources (DWR) has authority for Part II (Recycled Water). HCD is working in collaboration with DWR to provide draft language of Part II for discussion at this meeting.
