3.1 RAINWATER HARVESTING AND GRAY WATER SYSTEMS VS.
REGULATIONS
Staff will present a discussion of rainwater harvesting and gray water
systems as they pertain to California Department of Public Health
regulatory requirements for domestic water systems, City of Santa Rosa’s
Backflow Prevention Program and Marin/Sonoma Mosquito and Vector
Control District’s concerns for the water storage tanks.

6.1 BID AWARD – STEELE LANE SEWER AND WATER IMPROVEMENTS
The Public Works Department recommends that the Board, by motion,
award a construction contract in the total amount of $1,394,385.00 to the
lowest responsive bidder, TerraCon Pipelines of Healdsburg, CA, for

Steele Lane Sewer and Water Improvements and approve a construction
contingency of 15 percent.
6.2 BID AWARD - SPRING STREET SEWER & WATER IMPROVEMENTS
The Public Works Department recommends that the Board, by motion,
award a construction contract in the total amount of $1,205,759.05 to the
lowest responsive bidder, North Bay Construction, Inc. of Petaluma, CA
for Spring Street Sewer & Water Improvements and approve a
construction contingency of 15 percent.
7. REPORT ITEMS
7.1 REPORT – FOURTH AMENDED COOPERATIVE AGREEMENT TO
PROVIDE FUNDING AND SUPPORT INFORMATION FOR SANTA
ROSA PLAIN GROUNDWATER STUDY (YEAR 4)
The Santa Rosa Plain (Plain) is home to approximately half the population
of Sonoma County. Water supply is provided by a combination of ground
water and Sonoma County Water Agency (SCWA) aqueduct system
supply from the Russian River. The United States Geological Survey
(USGS) together with SCWA and seven public and private water
purveyors have entered into an agreement to carry out a five-year study to
assess the geohydrology and geochemistry of the Plain. This Fourth
Amended Cooperative Agreement would fund year four of this study.
RECOMMENDATION: Utilities Department staff recommends that the
Board, by motion, approve Santa Rosa's continued participation in and
funding of a study of the groundwater in the Santa Rosa Plain to be
conducted by the United States Geological Survey and Sonoma County
Water Agency, approve the Fourth Amended Cooperative Agreement to
Provide Funding and Support Information for Santa Rosa Plain
Groundwater Study and authorize the Chair to sign the Agreement.
7.2 REPORT – SONOMA COUNTY WATER AGENCY - WATER SUPPLY
WORKSHOP
The Sonoma County Water Agency (SCWA) will make a presentation on
12 Strategic Priorities on various aspects of the water supply and delivery
system. SCWA would like input on these 12 Strategic Priorities to discuss
with the Board of Supervisors in about 6 months.
RECOMMENDATION: No action is requested but the Board may discuss
these strategic priorities and give input to the SCWA.
7.3 REPORT – WATER SUPPLY UPDATE

Staff will update the Board on water supply issues. The Board may
discuss this item and give direction to staff.
