Mali - Elephants suffering in Mali drought
Africa -- The bodies of young elephants covered in the brown dirt of dried-up wells tell a heartrending story. A baby elephant in the Gourma region of central Mali had been trapped in a well for three days. Reaching desperately for drops of water, they had lowered their trunks, toppled in, remained trapped and died in Mali's scorching heat. The World Food Programme says the majority of infant deaths in Mali are due to malnutrition. The drought, combined with soaring temperatures, has also led to deaths of cattle, Save the Elephants said. "The stench of rotting corpses fills the air, and what little water remains is putrid and undrinkable by all standards."

Prioritizing regional allocations of surface water is the foundation for supporting regional water planning, public welfare statements and water budgets in every region. To do so is to define the real interests, needs and concerns of stakeholders by establishing governmental bodies capable of developing the plan, science and policy implementation needed to make sound political decisions.
A regional water plan takes shape through authority granted by the state legislature. In developing a 50 year water plan for the region the input of a wide assortment of users is used to develop recommendations to conserve, administer, measure and research the water resource supplies in a regional context. The premise is that no region will use more of the resource than it supplies. In this process there is inherently a presentation by various stakeholders, such as corporate farms and municipalities, that its economic needs are priority needs. This issue needs to be established on the regional level.
A public welfare statement represents a formal declaration of the order of priority of allocations for the region. This establishes the parameters for future allocations. If there is a drought, and family farmers are a recognized priority (say first, second or third) then the state can appropriately allocate water based on those standards and make the necessary legal determinations consistent with them. (in NM this was the responsibility of the State Engineer http://www.ose.state.nm.us/). Others need to help me here in regards to California, but CALFED http://calwater.ca.gov and the Department of Water Resources http://www.dwr.water.ca.gov are among similar bodies to administer water in California.
A regional water budget provides an enforceable annual determination of allocation based on quantified supplies. If agriculture gets 30% of the regional water, urban areas address growth and conservation efforts in the context of their portion (say 10%). This accounting system is effective in monitoring allocations if there is an effective system of measurement of waterflows and hydrologists are reviewing the data for ongoing accuracy.
Funding for the research and development of new supplies, measurement of surface waterflows through regions, metering of private wells need to be accurate to evaluate use. Water pricing needs to be established that will adequately address funding needed to implement planning processes, provide accurate data for water budgets, develop new infrastructure to reduce leakage and evaporation losses and increase agricultural efficiency and urban conservation efforts.
All these issues are political and the forces that will line up with each other may surprise people as they engage in this work. It is important that people working in water issues not presume to work from the "same" set of principals. We are addressing people here, such as urban residents, family farmers, fishermen, recreational users, indigenous peoples, historical users, small businesses, water managers, smart growth advocates, environmentalists and others who will conflict in specific determinations.
Shared sacrifice is one principal that needs to be addressed at the begin. This is simply the understanding that no one gets through hard times by taking from others without anteeing up their own portion of allocations as well. If cities are not conserving to the max and maximizing re-use and smart growth, then it is unfair of them to expect agriculture to antee up their share of allocations just because of population growth. And the same goes vice-versa.
