Access to health care refers to the rights of all people to have equal access to basic health care and to information about health, regardless of financial status, ethnicity, gender, ability, or other factors. Universal health care is achieved when all citizens have equal access to health care and patients pay by their income level through the tax system, insurance policies, or co-pay fees.
