For centuries, societies have sought ways to reconcile the competing demands on freshwater. Unfortunately, sector-based water planning has been the cause of wide-scale freshwater degradation, with the freshwater needs of industry, agriculture, fishing, transportation, energy, cities, and the environment all planned independently of one another. However, in recent years the international community has formally acknowledged and promoted a more holistic approach to water management -- planning for all demands at the watershed level -- a concept known worldwide as Integrated Water Resources Management. Governments around the world now recognize IWRM as the most efficient and effective water resources management mechanism to enhance economic well-being, social equity, and environmental sustainability.
